UTL_FILE dump file permission in HP-UX ia64 v3

I did some research, the 11.2.0.2 oralce owner's umask is already 022, but it seems strange in HP-UX platform (but not linux )that the file permission is always 600.

Maybe Justin explained in https://forums.oracle.com/forums/thread.jspa?threadID=887126 is correct.

As workaround, I pre-created the empty file with permission 644 , so that it is world-readable for developer to examine the output.
